Phillip Spector became Vice President for Strategic Initiatives at The Johns Hopkins University in July 2012.
He supports the executive leadership of the university by coordinating, integrating and leading the planning and implementation of the university's strategic priorities across divisions, departments and units. Prior to arriving at Johns Hopkins, Spector served as the Senior Advisor to the Legal Adviser at the U.S. Department of State, where he provided counsel and strategic advice to the Legal Adviser on a range of international legal and policy issues. He served as the head of a U.S. delegation for negotiations at the United Nations in Geneva, and coordinated legal and policy work on a broad range of priorities for the Legal Adviser.
Previously, he served as Senior Counsel to then-Senator Hillary Rodham Clinton (D-NY), where he offered counsel and strategic advice on a wide range of issues including national security law, intellectual property reform, immigration policy, civil rights, and labor and employment law.
Spector is a 1997 graduate of Swarthmore College, where he received a B.A. with Honors in political science and mathematics. He received a Juris Doctor degree from Yale Law School in 2000.
