Tom Lewis was appointed vice president of government and community affairs for the university in March 2010. He had served as vice president on an interim basis since July 2009. He also is vice president for government affairs and community relations at Johns Hopkins Medicine.
Lewis joined Johns Hopkins as director of state affairs in 2005 after serving for more than 17 years on the staff of the Maryland General Assembly, 11 as chief of staff and top aide to two successive speakers of the House of Delegates. He worked on such issues as economic development, the environment, Medicaid reform, K-12 education funding and several health care and health insurance reform initiatives.
Lewis interrupted his service with the legislature in 1987 to serve two years in the Peace Corps in Cameroon in western Africa. After his return to the United States and a stint in graduate school, he came back to Maryland as counsel to the Economic Matters Committee of the House of Delegates. He served in that capacity until joining the Speaker's Office in 1994.
Lewis graduated from the University of Maryland, College Park, in 1978 with a B.S. in zoology. He earned a law degree from the University of Maryland, Baltimore, in 1982 and a master's degree in international management from the American Graduate School of International Management in 1991. He is a member of the bar in Maryland and Washington, D.C.
